Developing effective, accessible and resilient health systems
Health systems should be able to add more years to life, but also to add more life to years. Health systems in EU Member States are built on common values: universality, access to good quality care, equity and solidarity.
Besides being a value in itself, health is also a precondition for economic prosperity. People’s health influences economic outcomes in terms of productivity, labour supply, human capital and public spending.
Health systems need to be resilient: they must be able to adapt effectively to changing environments, tackling significant challenges with limited resources. Increasing interdependence and common challenges call for closer cooperation.
