The introduction of innovations (understood by the authors as guidelines, interventions or programmes that are perceived as new by an individual or other unit of adoption) for improving—public—health outcomes is complex . Several models have been proposed that describe similar sequences for the systematic planning of innovations in general terms.

The transition from one stage to the next can be affected, positively or negatively, by various determinants associated with characteristics of the innovation. The aim of the present study is to develop a short instrument to measure determinants of innovations that may affect the stage of implementation . It is based on empirical studies that used the list of potential determinants.
