One common marker of success for health systems is their ability to control rates of emergency admission, especially for those conditions where preventive management is possible in the community. Specific subsets of these conditions (referred to as ambulatory care sensitive or ACS) are used increasingly as markers of changes.
This study examined the pattern of admissions across England for people with ACS conditions over the 12-year period from 2001 to 2013 as an indicator of how well primary and preventive care were working to reduce emergency admissions.
