In this paper, the authors discuss issues in funding a prepared nation as the USA, including the uncertainty surrounding the likelihood and cost of public health emergencies. They also focus on implementation, highlighting some of the practical problems that have arisen with the implementation of current systems.
Several promising models exist in which local communities have found ways to sustain preparedness through local taxes, public–private partnerships, and resource sharing.
